1. Tsunami of 26th December 2004

The 9.0 magnitude earthquake struck about 00:00 GMT on Sunday December 26 about 100 miles (160km) from the western coast of Indonesia's Sumatra island.

The earthquake was the strongest since the March 28, 1964, quake in Prince William Sound in Alaska. It is the fourth strongest since recordings of magnitude began in 1899, equaling a 1952 quake in Kamchatka, Russia.

The three stronger quakes: May 22, 1960, in Chile (9.5); the 1964 quake (9.2); and a March 9, 1957, quake on Andreanof Island, Alaska (9.1). All three of those quakes, along with the Kamchatka quake, created tsunamis.

2. Tsunami information

Tsunamis are formed by a displacement of water - a landslide, volcanic eruption, or, as in this case, slippage of the boundary between two of the earth's tectonic plates -slabs of rock 50 to 650 feet (15 to 200 m) thick that carry the Earth's continents and seas on an underground ocean of much hotter, semi-solid material.

The December 26 2004 mega tsunami was caused by slippage of about 600 miles (1,000 km) of the boundary between the India and Burma plates off the west coast of northern Sumatra. The convergence of other plates strains the area, and at the quake's epicenter, the India plate is moving to the northeast at 2 inches (5 cm) per year relative to the Burma plate. The aftershocks were distributed along the plate boundary from the epicenter to near Andaman Island.

Tsunamis can travel up to 600 mph (965 km per hour), 521 knots) at the deepest point of the water, but slow as they near the shore, eventually hitting the shore at 30 to 40 mph (48 to 64 kph or 26 to 35 knots). The energy of the wave's speed is transferred to height and sheer force as it nears shore.

The 7.3 magnitude aftershock might have been powerful enough to create further tsunamis, but did not.

3. Villupuram Coastal area – Geographical description

Vilupuram District is situated in the Northeastern part of Tamil Nadu having a total area of 7222 Sq.Km. and with a total population of 3.16 lakhs. It is a backward district and the main occupation is agriculture. It is covered on four sides by other Districts namely Tiruvanamalai, Kanchipuram, Vellore Cuddalore and Salem Distrcts. A part of Vanur Taluk and Tindivanam Taluk are exposed to the Bay of Bengal. The District Head quarters is Viluppuram . The length of seashore in Tindivanam Taluk is 19 KM, and that of Vanur Taluk is 37 Km.

As it is, in the coastal belt of Villupuram District, the fishing industry is flourishing because of potential fish market. Allied activities such as catamaran and boat building industries, dry fish marketing and Fish exports are flourishing in this area. Most of the fishermen are illiterates and the Arivoli lyakkam has turned some thing fruitful.

On 26.12.04, which was a black day, the severe Tsunami waves attacked the coastal Villages in Vanur and Tindivanam Taluks leaving heavy damage to life and properties. As immediate action the entire District Administration was geared upto rescue, save and protect the precious lives of people and livestock.

8. Relief measures taken by the District Administration

1.G.O.Ms.No.574 Revenue Department dated:28.12.2004

Exgratia amount of Rs.1.00 lakh has been disburse to the next kin of the deceased persons.    In our District, 50 persons were dead due to Tsunami and an exgratia Rs.1.00 lakh each from Hon‘ble CM Relief fund, was distributed to 48 persons.  Efforts were taken to sort out unidentified dead bodies, but in vain.

An exgratia amount of Rs.1.00 lakh each has been sanctioned from PMP Relief fund to 11 persons belonging to Viluppuram District who lost their life in other districts due to Tsunami.  Prime Minister’s Relief Assistance of Rs.1.00 lakh each has also been sanctioned to 47 persons for whom already CMPRF has been sanctioned and that of for 11 persons also has been sanctioned.

2. G.O.Ms. No.575 Rev. Dated:28.12.2004

Immediately after Tsunami Government provided relief measures for 9313 families to the tune of Rs.4,57,45,456 and an additional number of 187 families were given relief measures worth Rs.9,18,544 in total Rs.4,66,64,000 was sanctioned Immediately to the affected people.All 9500 families were provided with the above relief assistance in time.  The relief package consisted of Rs. 4,000/- (each one saree, one dhoti, two blankets, three litter kerosene and 60 Kgs rice)

3. G.O.Ms.No.583 Rev. dated:31.12.2004.

For the Marine Fishermen families living in Coastal villages who had last their wages, opportunities and employment were sanctioned immediate relief measure for 1512 families at the rate of 2912 families. However these family were not provided with assistance as they were already covered by the benefits given in GO 572 dated:28.12.2004.

4. GO Ms.No.12 Rev. Dept., dated:07.01.2005

Government have sanctioned an addition relief 1612 families at the rate of 4912 costing Rs.79,18,144 this expenditure was not incurred because of the affected families were already covered in the GO Ms No.575 Revenue Department dated 28.12.2004.

5. GO Ms No.57 Rev. Dept. Dated:04.02.2005.

Government considered the hurdles based by the Tsunami affected people and benevolently extended the relief measures during February, March and April 2005 respectively. The relief Package consisted of Rs.1000/- in Cash and 11 items of essential commodities such as Rice, Dhal, kerosene, etc., The worth of each package is Rs.1526/- and a months expenditure goes 1,44,97,000.The relief measures 9500 families have been disbursed during February,March, April and May 2005 with a total expenditure of Rs. 5,79,88,000/-

6. GO Ms. No.23 Rev. Dept dated:12.01.2005.

Realizing the necessity of providing Household articles to the Tsunami affected people who lost everything except their life government took sympathy on them and provided 1 Trunk Box, 1 Pump Stove and 1 Silver Kudam to all 9500 families.

Total Value - Rs. 57.00 lakhs

7. GO Ms. No.3 Rev. Dept dated:28.12.2004

Government have sanctioned relief measures to the injured persons in the above GO in Viluppuram District 46 injured persons have been sanction relief assistance at the rate of 5000 each as they were treated in the Hospitals.The total expenditure is Rs.2,30,000 lakes .

8. GO (1D) No.1 School Education Dept dated:01.01.2005.

For all the School Students for Tsunami affected areas government have sanctioned free Text books and free Uniforms. All the Elementary, High School and Higher Secondary School Students in Tsunami affected areas were provided free Text Books and Uniforms.

9. G.O.Ms. No.33 Rev. Higher Education (G) dated:04.02.2005 and G.O Ms. No. 307 Hr. Edu (G1) dept dated 23/08/2005

The Special Fees, Tuition Fees and Exam Fees for the College studies such as Engineering College, Polytechnic, ITI, Universities, Medical Students whose families were affected in Tsunami was Borne by the Government in Viluppuram District. A sum of Rs.3.82 lakhs has been disbursed by Government for Fees in the first Phase.  Further, a sum of Rs. 25.36 lakhs is about to be sanctioned.

10. GO Ms No.10 dated:06.01.2005.

As the Coastal area people were severely affected by Tsunami all effective measures were taken by the District Administration to restore normalcy for houseless people temporary shelters were erected at the rate of Rs.8000/- per shelter. In our District 9500 temporary shelters have been proposed in which 4750 temporary shelters were allotted to NGOs and the rest has been assigned to be government. In total a sum of Rs.3,80,00,000/- has been sanctioned for Viluppuram district for the construction of temporary shelters. As on date 4721 temporary shelters have been completed and the rest is under progress.

Regarding Anganwadi Children in 5 centers of our district are provided with Milk in the Morning and Evening with a quantity of 125 ML each and expenditure incurred is being borne by Aavin upto 02/04/2005.

10 handicapped persons were provided with tri cycles to ease their lives.

Temporary Family Cards have been issued for the Department of Civil supplies. In Our District 199 cards were issued so far to the affected people vide G.O. 380 cooperative dept. dated 31/12/2004.

Missing person (Viluppuram District)

In Mudaliyarkuppam village one female child namely Swedha, 3 years was missing due to Tsunami on 26.12.2004.  As she belongs to Tiruvallur District necessary enquiry report has been sent to Collector, Tiruvallur for sanction of  CMPRF assistance.

Missing person (Other District)

In Cuddalore District Devanampattinam Village one person namely Ramasamy,Siruvandhadu, Viluppuram Taluk and District was found missing due to Tsunami on 26.12.2004.  Necessary funds have been received from the Collector, Cuddalore for disbursement.  Notification has been published in the District Gazette.  Procedures laid down in the G.O.Ms.No.135 Rev., Dt:25.02.2005, have been followed. A sum of Rs.50,000/- by means of cheque was given to the next kin and legal heir, by name Ms. Mallika W/o. Ramasamy. She has been advisxed to open a joint account with Tahsildar, Viluppuram for further sanction of Rs.50,000/- for depositing in the bank payable after 9 months from 17.12.2005.

Unidentified bodies

One male body aged about 40 years and one female child body aged about 8 years were recovered and kept in PIMS Hospital, Pondy.  Even after sincere efforts, their identify could not be established.  After adopting statutory formalities, bodies were disposed off by the Kottakuppam Police.
